     Each state lives at the expense of its citizens. Citizens pay taxes. The state administers the money as it wants. But the state is always a problem. Money is never enough. State comes up with different taxes to solve this problem. But taxes have a negative trait. Citizens do not like to pay more taxes. Therefore, the state is trying to invent such taxes, which would not be perceived as taxes.

      Aristotle asserted that man is a "political animal". People always want to live together. Community development is from families in the community and from it to the state. The State exists for its citizens that their lives become better. The state must protect its citizens and ensure fairness in society.

     In the view of many, state is a despot who kills people. State - this is a monster, the beast Leviathan, as Hobbes called him, it “eats” people. Is it true that the state was created in order to torment and exploit individuals? What is the real problem and the true purpose of the state? The objectives are the implementation of the solidarity of interests of people. With the help of a state shall be what you want, dear and valuable to everyone.

   In turn, citizens want to live at the expense of the state. People want to live rich, quietly and peacefully.

     The state must ensure equality of people. People must be free in the state. Everyone should have the opportunity to engage in any meaningful activities. But citizens must apply to the state benevolently and wisely. State guarantees the right to life and freedom, ensure the safety of people.

     Civil society is only one of the mechanisms of personal freedom, lying between the individual and the state. Civil society - freedom of communication mechanisms personalities and freedom from the state. The state and personality should help each other.
