I was a student of Rostov State University of Civil Engineering. I’m specialized in the sphere of the city cadaster. At the moment I’m taking a master’s degree course on the land use planning and cadasters. My scientific supervisor is associate professor Tihonova K.V.

The theme of my investigation is a transfer of the land plot from one category into another. The sphere of my scientific interest lies in the field of use of land on its purpose according to belonging of a plot to a certain land category.

In my graduation paper I do research in the field of land use planning and its legal side. It is a comparatively new branch of science that studies the role of land properties and its legal accessory.

Major developments include advances in the transfer process of lands from one category into another. The branches of science contributing a lot to progress in my field of science are land use planning, land right, history of the land relations.

At present I study the problem of effective and legal use of land. We have taken up the problem of land category to investigate this concept in the Russian land legislation.

In solving our problem we follow the hypothesis that land is an important resource for the human society and its using should be connected with its properties. The suitability of the land for a certain use was the first to investigate the problem. There is not a lot of literature on the problem of my research. So I had to rely on the saved up practical experience. Naturally, this problem demands more intelligent scientific generalization and studying.

The aim of our research is to prove a new legislative order of transfer process of the land plot from one category into another, to simplify this procedure.

At present my research is concentrated on consideration of a practical case on transfer of the land plot from category of lands of agricultural purpose in category of lands of the industry for development of a sandy pit.

Our master’s degree includes 5 parts, which are introduction, literature review, theoretical part, experimental part and offers on improvement of the land legislation in this field.

The paper shows imperfection of transfer process, its tightening in administrative bodies. Some measures, that reduce term of transfer and do this procedure more transparent for the owner of the land plot, are described. Functions of each administrative body for transfer the land plot are also described.

The possibility of its practical application is considered on the example of the development of a sandy pit. Special attention is given to the comparison, generalization, modeling and deduction methods. The bibliography includes legislative acts, researches of the Russian and foreign scientists and consists of 120 positions.

Offered legislative improvements were presented for consideration to the Government of the Rostov region. That will probably cause amendments the local legislative act.
