Culture (from the Latin. "Education") - a way of self-reproduction of social rights and humanity, historically a certain level of social development, creativity and abilities, expressed in the types and forms of organization of human life and activity, as well as to be exposed to their material and spiritual values​​. Political historical experience is the foundation of the development of political culture.
